Consult is a consulting firm which has
specialised in the field of Certification and Homologation
of machines and products that are put on the European
Market place.
Starting with the Machinery Directive in 1995 coming
into effect as a national Law within the countries of the
European Union, the number of Directives has since then increased to
more than 20 different areas of application.
In addition to the transfer of the Directives
into legislation,
also a number of separate guidelines have been published
to improve the enforcement and interpretation of the
Directives. In order to make the Directives more concrete,
a large number of voluntary Standards have been
drafted by commissions and a majority of them have been designated
as harmonised Standards that will give
presumption of conformity with the applicable Directive.
Since years it has been shown that
most small and medium size manufacturers have
problems with the interpretation and application of the Directives
and their respective Standards;
the complexity has become such that for most firms the specialist
know-how and expertise
are missing and can not be done any more as an add-on task.
C&H Consult can assist manufacturers
and importers of products into the EU-market to comply
with the Regulations, Standards and the CE-marking process.
The CE-marking process can be
described as the final result of the following steps:

verification whether or not the product is covered by one or more of
the existing
Directives and, if so, which Directives and Standards do apply

conduct a
risk-analysis to identify hazards and dangers
-
draft a
comprehensive operator’s manual containing all the required
information
and provide translations into relevant languages

the
drafting and signing of the Declaration of Conformity
-
application of the CE-marking if so required by the relevant
Directive(s)
Most of the Directives allow a
certain level of self-certification by the manufacturers/ importers.
By this self-certification process, the manufacturer declares
himself that the product is in
compliance with the relevant Directives and Standards. This process
is defined as Certification
of a product.
In many cases, a small number of
products or types of products have been checked and
audited by either internal auditors but also in many cases by
external inspectors (type-approval).
For both internal and external use, it will be necessary that
products will be audited again to
verify whether or not they still fulfil the requirements and have
the same characteristics of
the approved versions. We will call this the Homologation process.
